The above article reports that the Harper government proposes to further restrict the number of Canadians incarcerated in foreign countries who are able to return to Canada to complete their sentences. The rate of transfers  is already less than one third of what it was under the previous government and now further restrictions are proposed to “make offenders accountable and keep us safe”. Does this mean our prison and parole system is inadequate for these purposes? What is the perceived advantage of letting the draconian American prison system deal with certain Canadian offenders while only a minority can return to their home country? Is this simply a  measure designed to bridge the gap until Canada can convert its system into an inhumane and exceedingly expensive one similar to the one which exists in the country with the highest violent crime rate in the developed world?
